Alert: Only one device can be paired via bluetooth. Once the pairing process is done that device will lock onto the remote and no other phone or tablet will be able to see the bluetooth connection/pair option. This is normal bluetooth functionality. If you decide to connect using a different device you will first have to disconnect the original connection.
If you are having trouble and are sure no other device has connected to the bluetooth feature you can download a bluetooth scanner from the app store on your phone and perform a bluetooth scan. If the device you are attempting to connect to is sending out a bluetooth signal then the scanner will pick it up even if it is paired and connected to another device.
